State Authorization and Compliance

The University of South Carolina Upstate joined the State Authorization Reciprocity Agreement (SARA) as an institutional member in August of 2016. Students residing outside of South Carolina are advised to check with the SARA National Commission website to determine if their home state is a SARA member. Upstate will accept qualified students from any SARA member state, or from states that do not require authorization for enrolling students in any of its online degree programs.

Complaints Procedure

Students enrolled at USC Upstate in online courses living in other states have the right to process complaints or concerns with the appropriate state agency. For USC Upstate, the appropriate authority for complaints about any online or distance learning courses or programs is the South Carolina Commission on Higher Education. The complaints process and form can be accessed at this location: http://www.che.sc.gov/CHE_Docs/academicaffairs/SARA/ComplaintForm.pdf.
