She received her doctorate in Romance Languages and Literature at the University of Washington-Seattle. She is the recipient of the Empowerment Award-2010-2011, Multicultural Programs USC Upstate; the Cervantes Award from the South Carolina chapter of the American Association of Teachers of Spanish and Portuguese -2006; the South Carolina Outstanding Foreign Language Teacher of the Year-2005; the Bank of America Excellence in Teaching and Advising Award USC Upstate-2001; and the South Carolina Governor’s Distinguished Professor Award-2001. Dr. Carter has also done post-doctoral work in Mexico and Costa Rica and is the author of published articles, professional conference presentations, and co-editor of Jose Agustin: Onda and Beyond, University of Missouri Press. She is president of the Southern Conference on Language Teaching (SCOLT), a 14-state non-profit organization serving world language professionals, and has served as president of the South Carolina Foreign Language Teachers Association, SC American Association of Teachers of Spanish and Portuguese, and chair of the SC Council on Languages.
