Here is the Faculty Handbook [pending Board of Trustee approval] as approved by the Faculty Senate on April 26, 2013.

March 18, 2013The Faculty Handbook Committee (aka Faculty Manual Committee) is preparing the handbook for submission to Faculty Senate. Below are the proposed contents of the handbook as it now stands along with links to documents as they currently exist. Several have been approved for inclusion in the handbook by Faculty Senate or the General Faculty in the spring of 2011, but bear re-examination in light of recent revisions to the Faculty Manual and possible changes in procedures on campus. (I have included suggested changes as comments on some documents.) By the same token, there are a number of documents originally slated for inclusion in the handbook that I believe are no longer necessary. The proposed contents and omissions are listed below along with links to documents that are ready for consideration.

The committee is willing to consider requests for additional policies and procedures to be included in the handbook as long as they are policies and procedures approved by the USC Upstate faculty and as long as they do not duplicate policies and procedures already included in the Faculty Manual.

There is a web form for suggestions at the bottom of this page. Please use it to comment on contents or individual documents. The Faculty Handbook Committee will be meeting in early April to determine when we can move ahead with submitting the handbook to the Faculty Senate.

Proposed Contents (not necessarily in this order)

Bylaws of the Faculty Senate (old Faculty Manual, appendix B; revision approved by Faculty Senate 4/22/2011).

Sabbatical Leave Policy and Sabbatical Review Guidelines (old Faculty Manual, appendix C; revision approved by Faculty Senate 3/25/2011).

Policy for the Administration of Student Opinion Polls (old Faculty Manual, appendix D; revision approved by Faculty Senate 3/25/2011).

Research Support, Grant Administration (old Faculty Manual, Chapter 4; revision approved by Faculty Senate 3/25/2011).

Promotion and Tenure Procedures (old Faculty Manual, Chapter 6; revision approved by General Faculty, 4/29/2011). 

Policies for the Selection, Appointment, Review, and Termination of Part-Time Faculty (old Faculty Manual, Chapter 4; last approved 2002).

Promotion Review Procedures for Non-tenure-track Faculty (new- Instructor Concerns Committee; to be included on approval of promotion process proposal by Faculty Senate).

Grievance Procedures (new-Faculty Welfare Committee).

Proposed Omissions

Patent and Copyright Policy (old Faculty Manual, appendix A; last approved 1997)

  • This policy was replaced by ACAF 1.33 (Intellectual Property Policy) in 2005 (see Intellectual Property Committee report 2004-2005). Since this is a system-wide policy easily available on the website and not a faculty policy, I recommend it be omitted from the handbook.

Graduate Faculty Selection and Evaluation Criteria (old Faculty Manual, Chapter 8; approved by Faculty Senate 3/25/2011)

  • Even though approved for inclusion in the handbook, the most recent revision of the Faculty Manual contains a description of graduate faculty and adjunct graduate faculty along with the statement: “Specific criteria and procedures for selection and evaluation of Graduate Faculty and Adjunct Graduate Faculty are determined by individual academic units.” This would seem to preclude any university-wide criteria that would be appropriate to publish in the handbook.

Amendments to the Faculty Manual (old Faculty Manual, appendix C; last approved 1997)

  • The substance of this paragraph is included in the most recent revisions to the Faculty Manual.

Salary Increases Policy (old Faculty Manual, appendix C; last approved 1997)

  • To be deleted according to previous statements of the Faculty Manual Committee.

The Manual Committee will be bringing forward documents for the Faulty Handbook(formerly referred to as policies & procedures). These documents arematerials that were cut out of the Faculty Manual.  One of these documentsis from the Promotion & Tenure chapter, compiled by the Promotion &Tenure Committee. This document will be coming forward at the General FacultyMeeting on April 29 for approval.

The paragraph on InstitutionalAnimal Care and Use Committee (IACUC) protocols has been added to the Employment, Retirement, Benefits document that is coming before Senate on Friday3/25/2001.  This paragraph is:

The USC Institutional Animal Careand Use Committee (IACUC), a USC system faculty committee coordinated by thestaff of the Office of Research Compliance on the Columbia campus, isresponsible for reviewing all research involving animal subjects before beingconducted by USC Upstate faculty members, staff, and students. The purpose ofthe committee is to protect animal subjects in accord with the Principles forthe Utilization and Care of Vertebrate Animals of the National Institutes ofHealth. The committee has implemented the recommendations of The Guide for theCare and Use of Laboratory Animals (National Academy Press, 1996), The PublicHealth Service Policy on Humane Care and Use of Laboratory Animals and iscomplying, and will continue to comply, with the Animal Welfare Act and otherapplicable laws and regulations concerning the care and use of laboratoryanimals.

AdditionallyLine 44-45  is now line 55-56, and  “(for their own research as wellas student research that they advise or are associated with)” replaces “(fortheir own projects and those student projects they might be advising orassisting with)”.

The Faculty Manual Committee will be bringing forward to Faculty Senate (4/22) for discussion and vote “Bylaws of the Faculty Senate”.  Previously this document was Appendix B in the Faculty Manual.  The changes, including some reorganization but not including editorial cleaning, are as follows:

  • Line 19 – “seven faculty members” replaced with “seven full-time faculty members”
  • Line 22 – “September” replaced with “first fall”
  • Line 27-30 – “This designation shall be made so that each electoral unit, shall have a reasonable balance of members with each of the terms. Thereafter members of the Senate shall have terms of three years, unless chosen to fill unexpired term.” replaced with “This designation shall be made so that each electoral unit will have a reasonable balance of experienced members each term. Thereafter members of the Senate shall have terms of three years, unless chosen to fill an unexpired term.”
  • Line 73 – added “With the exception of university committee elections,”
  • Line 74 – “written” replaced with “secret”
  • Line 81-85 – “Faculty Committees shall report directly to the Faculty Senate. An agenda is prepared prior to the Senate meeting by the Faculty Chair and is distributed to all faculty members at least five business days prior to the Senate meeting. Senate members may contribute to the agenda by submitting items to the Faculty Chair ten days prior to the meeting.” Moved up two paragraphs.
  • Line 98-99 – “Regular meetings of the Senate shall be held monthly during the academic year.” Moved up two paragraphs.
  • Line 106-107 – “The purpose of the meeting shall be stated in the call.” replaced with “The specific purpose of the meeting must be stated in the call.”
  • DELETED: “The Senate may not consider other business beyond that stated in the call for a special meeting.”
  • Line 126-127 – “The bylaws of the Faculty Senate shall be published in the Faculty Manual and in such other form as may be convenient for distribution.” replaced with “The bylaws of the Faculty Senate shall accompany the Faculty Manual and in such form as may be convenient for distribution.”

A few revisions have been made to the documents for the Faculty Handbook (formerly referred to as policies & procedures).  These changes are based on suggestions from Advisory on March 18th.  The changes are for clarification as well as to update / correct the titles to reflect the Upstate campus.  The changes are listed below. 

  1. Employment, Retirement, Benefits (Ch 3, old)
  • Line 17: corrected misspelled “Academic” to “Academic”
  • Line 31: replaced “Sponsored Programs and Research” with “Sponsored Awards and Research Support”
  • Line 37 & throughout: replaced “Subjects” with “Participants”
  • NOTE: paragraph on Institutional Animal Care and Use Committee (IACUC) protocols (to be added beginning line 44) is being reviewed by faculty in Natural Science.  This paragraph will be distributed in the later part of the week.
  1. Graduate Faculty Status (Ch 8, old)
  • No changes
  1. Sabbatical Leave Policy (Appendix C)
  • Line 3 & 6: replace “school or division” with “academic unit”

The USC Upstate Faculty Manual (old) has been divided into two parts – the Manual (new) and a policies & procedures document (new).  The policies & procedures will be a listing of supplementary practices, or instructions, related to material in the Manual. 

The Faculty Manual Committee will be bringing forward to Faculty Senate (3/25) for discussion and vote the documents listed.  The chapter number is listed after those documents related to a Manual chapter.  Documents 3-6 are Appendices in the old Manual and those indicators are listed for comparison purposes.

  1. Employment, Retirement, Benefits  - (Ch 3)  
  2. Graduate Faculty Status - (Ch 8, old)
  3. Sabbatical Leave Policy - (Appendix C)
    • This is a slimmed down version of Appendix C Faculty Governance and Procedures.  The Amendments to the Faculty Manual was moved to “Bylaws” and Salary Increase Policy was deleted.
