Substantive Change

USC Upstate must either notify the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC) about and/or secure SACSCOC approval for substantive changes. SACSCOC defines substantive change as “a significant modification or expansion of the nature and scope of an accredited institution.”  USC Upstate utilizes this Substantive Change Identification Form as a tool in the substantive change procedure to determine whether a change is substantive and whether a new program represents a “significant departure” as defined by SACSCOC.  This USC Upstate procedure supports the USC System Substantive Change Policy (ACAF 2.11).
