Dr. Bob Daly is an instructor of criminal justice at the University of South Carolina Upstate. He graduated from Maryknoll College with a Bachelor of Arts in philosophy and from St. John’s University School of Law with a Juris Doctor. He is a member of the N.Y. State Bar. Dr. Daly served as a first lieutenant in the Marine Corps. He was general counsel of the N.Y. City Department of Correction and Director of the Anderson County Detention Center. He has testified as an expert witness in the federal courts on use of force and suicide prevention. He has served as a consultant to the National Institute of Justice and the Department of Homeland Security on less-lethal weapons and the National Institute of Corrections on jail management.
