STUDENT MAIL SERVICES
USC Upstate Postal Services receives mail and packages from USPS, UPS, FedEx, Amazon, and more Monday through Friday. We do not receive packages on weekend or holidays.
Receiving Letters and Packages
When your letter or package arrives, we will scan and place the letter or package in one of the electronic parcel lockers located in the lobby of the first floor of the Palmetto House. Once we place the letter/package in the locker, you will receive an email from noreply@packcity.com. The email will give you the codes to retrieve your letter/package. If your package is too big for a parcel locker or is perishable, we will receive it using our internal receiving system and store it in the mailroom until you pick it up. If we receive your package in the mailroom, you will get an email from mailroom2@uscupstate.edu notifying you that your package is ready for pickup. If your package is perishable, we will store it in a refrigerator.
Regardless of our operating hours, students have access to the electronic parcel lockers 24/7.
Addressing: It is imperative that you have your mail and packages addressed properly. Mail and packages that arrive with an insufficient address may be delayed or undeliverable. Make sure your mail and packages are addressed as follows:

Sending a Package
If you have an outgoing package that already has a shipping label, we will be happy to have it picked up for you. Carriers pick up daily, but pick up times vary. At the latest, your package will ship the following business day, if not same day.
At this time, we cannot process student packages that do not have a shipping label.
If you have an outgoing letter, we do sell stamps but payment is cash only. If your mail is already stamped, we will be happy to give your letter to the US Postal Service when they drop off and pick up the mail, which is on a daily basis.For the best possible service remember to address properly.
- Use full and formal names (first and last, no nicknames)
- Use two (2) letter state abbreviations and common abbreviations
- Be sure to include the zip code
- For international mail, please provide country name in ALL CAPITALS on last address line.
Mail Forwarding
Students leaving residential housing for the summer, or permanently will not have their mail automatically forwarded unless a STUDENT OFFICIAL MAIL FORWARDING / CHANGE OF ADDRESS FORM is submitted to Upstate Postal Services. You may bring it by the University Services Building.

FACULTY STAFF MAIL SERVICES
Incoming Mail
USC Upstate Postal Services receives letter mail and packages from USPS, UPS, FedEx, Amazon, and more Monday through Friday. We do not receive mail or packages on weekends or holidays.
Incoming mail and packages are delivered daily to designated drop off locations in each department. If you have any questions or requests regarding these drop off locations or procedures, feel free to contact us.
Make sure senders have your correct address.
Outgoing Mail
If you have outgoing mail or packages, each department has a designated outgoing mail location for our mail delivery driver to pick up each morning. You may leave your mail or packages in your department’s outgoing mail location.
If you have any special requests regarding delivery times, extra services for your package or mail, please call Postal or leave a not on the mail in question.
If Postal has already picked up the mail for the morning, and you have a package or letter that you would like picked up that day, give us a call and we will be happy to pick it up.For the best possible service remember to address properly:
- Provide a valid delivery address Provide a return address that includes your name and/or department Use two (2) letter state abbreviations and common abbreviations
- Be sure to include the zip code
- For international mail, provide country name in ALL CAPITALS on last address line
- For inter-agency mail, please print in all caps: INTER AGENCY on the front of the envelope
Surplus Property
The property of USC Upstate is property of the state. Consequently, the surplus property of USC Upstate is subject to state laws, policies, and procedures that dictate how surplus is managed.
When the University no longer needs property, it is considered surplus. Once it is deemed surplus, a state screener will screen the property and determine whether the property should be sold or disposed of.
If you have property that you no longer need, please fill out a Form 7. This form transfers the property from the department to USC Upstate surplus property. After you fill out the form 7, do a work order to have facilities move the surplus in question to the warehouse.Once the property has been moved to the warehouse, a state screener will screen it. If it is deemed of value to the state, the property will be sold. The type of property it is will determined how it is sold. All proceeds go to USC Upstate general fund.
Property that is deemed junk by the state is disposed of. How it is disposed of depends on what kind of property it is.
Please note: If your surplus property is I.T. equipment, it must be cleaned by I.T. so you should notify I.T. of the surplus property before having it moved to the warehouse.Storage
Your department may have property that there is no room for but is still needed. Given certain limitations, you may temporarily store the property in the warehouse.
Before sending your property to the warehouse for storage, please contact the warehouse as the available space in the warehouse is constantly changing.
Please note that storage in the University warehouse is only temporary and not permanent as the space is limited. At most, a department can store property in the warehouse for one year. There are always exceptions to this rule given building re-models and emergencies that are beyond a department’s control so if you have any questions regarding the limits of storage, please contact us.General Inventory
Some of the standard office furniture that is turned in as surplus we keep as general inventory. This means that any department who wants it may have it. We keep desks, filing cabinets, chairs, and bookshelves. The amount of general inventory varies depending on how much surplus we get, how much general inventory a department wants at a given time, and how much space we have in the warehouse to store it. If you are in search of a particular item, you are welcome to call the warehouse to see if we have it in general inventory or schedule a time to come to the warehouse to look in person. We recommend that you do not come unsolicited as the warehouse coordinator may be busy with other things and may not be able to help you at that particular time. However, you should have no problem scheduling a time that works well for you.
