Outline for the Faculty Manual

Think of this outline as the overarching framework for the new manual. It differs from the current manual (FM16) in important ways. Cover

The Faculty Manual must be approved by the faculty, the administration and the Board of Trustees, so the 2019 dates included on the cover are tentative. Here's a copy of the cover page

Preamble

This section is newly added. The statement was taken from the preamble of the USC faculty manual. It describes the nature and purpose of a faculty manual, and recognizes the USC Board of Trustee as the ultimate authority. It also distinguishes Manual content from relevant information suited for the Appendix. Here's a copy of the Preamble.

Foreword

This is a newly added section, also taken from the USC faculty manual. The statement shows formal endorsement of the document from the administration. Here's a copy of the Foreward

Mission/Vision/Values

This is a newly added section. The idea came from the USC faculty manual but the text is taken from the USC Upstate mission/vision/values statement. The core values create a framework of principles for the specific policies and procedures laid out in the chapters. Here's the text of the Mission/Vision/Values

Chapter 1 - Faculty Organization

This chapter is new in that it contains only information on how the faculty are organized into different roles, ranks and key leadership positions. In FM16, faculty organization and powers (i.e. governance) are combined in Chapter 2. The revised manual gives faculty governance/powers its own chapter 2. A major change in this chapter is bringing USC Upstate Faculty to the foreground (while shifting information about USC system positions and authority to the Appendix). The other change is in defining and clarifying faculty administrative positions. Here's a copy of Chapter 1.     

Chapter 2 Faculty Governance

This chapter describes our system of faculty governance, including the Senate and Standing Committees. In the FM16, faculty governance is covered in Chapter 2 Faculty Powers and Organization. The main change is in the formula for faculty representation on some committees. While some committees continue to have unit representation, others have representation from Colleges/Schools. The formula was based on the number of FT faculty per unit/school. Also, the Academic, Budget and Facilities Planning Committee has been eliminated. Here's the full text for Chapter 2

Chapter 3 - Employment

This chapter describes policies and procedures related to faculty employment at USC Upstate. In FM16, employment and benefits (Chapter 4) and selection and appointment (Chapter 5) are separated. Here, the manual combines them into a single chapter on Employment to keep the employment-related steps together (search/selection, appointment, rules and benefits). In several places, the chapter directs the reader to the Appendix for more detailed polices/guidelines. Here's the full text for Chapter 3.  

Chapter 4 - Faculty Responsibilities

This chapter focuses on the three core areas of faculty responsibility (teaching, scholarship, service). It was chapter 3 in FM16. An important change in the section on teaching was to integrate recommendations made by the Distance Education Task Force in order to make it more applicable to other modes of instruction, beyond the traditional classroom. Chapter 5 Faculty Review

This chapter describes the system of faculty review. This chapter is new in the sense that it combines two chapters from the current manual (Chapter 6 Faculty Review Procedures and Chapter 7 Promotion and Tenure) into a single chapter covering the review system. It is also new in that it proposes to change component parts of our review system (e.g. peer review, post-tenure, file preparation). The chapter starts with a description of basic principles and procedures applicable to all types of review and then describes each individual type of review. Doing it this way, brings coherence and alignment to the system.

It is important to note that while the review chapter proposes many changes in the process and procedures for how faculty are reviewed, it does not alter in any way the unit criteria by which faculty are evaluated.

Here are some tools to accompany the changes in the review system, including a single review form, a master review calendar, and the distribution of full-time/tenure track faculty.

Chapter 6 - Faculty Grievance Process

This chapter includes a description of the faculty grievance process. This version was supposed to go into the FM16. It was approved by the faculty and sent for approval by the BOT but was never included in the final version. As a result, the faculty senate approved the intended version again in 2017, which was ready to be incorporated into a newer manual. For the full text, click here

Chapter 7 - Termination Procedures

This chapter describes the process for terminating tenured faculty. Two types of termination are included, administrative termination and termination because of bona fide reduction in staff. No changes have been made to the FM16. For the full text, click here.  

Appendices

This section contains information that is relevant but secondary to the policies and procedures described in the core part of the Faculty Manual. Unlike the core, the Appendices do not need Board of Trustee approval. Each appendix corresponds to one of the manual chapters and contains information specific to that area of faculty employment. Information in Appendix 1 was taken from the core part of the manual. Information in Appendix 2 and 4 was taken from the Faculty Handbook. Still other documents need to be inserted, such as the guidlines for review files. Here's the full text of the Appendix.
